  All Youth - One SystemSM


Five Elements guide the work of local Youth Councils, Intermediaries, Foster Youth Transition Action Teams (YTATs), and other youth-service professionals and educators. These Elements, which together form a core component of the All Youth - One SystemSM frameworks, were developed and refined by New Ways to Work over the past two decades to guide system improvements and organizational development in our schools and youth-serving programs.

The Elements have most recently been modified and updated though a series of stakeholder meetings of practitioners and policy makers to reflect the needs of all youth, including those in the foster care system and those with disabilities. The stakeholders included foster youth and alumni, local and state department of social service representatives, special education instructors, educators, local practitioners and providers, workforce development partners, and other professionals serving in the workforce development, education, child welfare, and special education systems.

Each of these Elements must be in place to provide a balanced set of services and supports to youth in order to ensure their success as they transition to adulthood. The Elements are supported though a community-wide structure that provides for the coordination of a continuum of services across programs, institutions, and projects.The image of a young person at the center of the frameworks intentionally points to the importance of keeping youth at the center of the initiative. The images surrounding the young person represent the four desired outcomes for youth in transition.

CONNECTED to adults, peers, and services
CONFIDENT and ready for life

The four content Elements of a comprehensive local youth-serving system are as follows:

  • Academic Achievement
    All youth are engaged in their learning in the classroom.
  • Career Development
    All youth are engaged in their learning in the workplace and community.
  • Community Services and Support
    All youth are provided a full range of social services and life skills support.
  • Youth Leadership
    Youth are visible and active in leadership roles.

The four Elements are supported by a fifth:

  • Comprehensive Youth Development Approach
    A formal, networked system of institutions, providers and programs must be in place to reinforce a comprehensive set of services and supports that connect the other four elements for all youth.
